Ben Cahoon and Chris Brasier collaborated on this study for the UNC Coastal Studies Institute. Below is an excerpt from the introduction of the study which explains the intent.

"In early April of this year, meetings were held with CSI staff to begin gathering background information and identifying individuals and institutional partners who should be engaged in the process of early conceptual development of the CSI campus. Over the following four months focus groups were organized to allow each group the opportunity to learn more about the mission of the Institute as well as to provide valuable input into the evolution of the programs, facilities and initiatives necessary to realize the full potential of the CSI mission and campus vision. Each focus group included representatives of potential partners including educational, institutional, governmental and economic development concerns as well as the campus' immediate neighbors - the Manteo Airport, North Carolina Aquarium and residential neighborhood bordering the site to the north."
